The Liutyi (Ukrainian: Лютий, meaning 'Fierce' or 'Ferocious') is Ukraine's most ambitious domestically developed medium-altitude long-endurance (MALE) combat drone, purpose-built for deep-strike missions against high-value targets well inside Russian-controlled territory. The program emerged from a stark realization in the opening months of the full-scale Russian invasion: Ukraine's dependence on foreign-supplied platforms like the Bayraktar TB2, while invaluable, created a strategic vulnerability. The Liutyi was conceived as Ukraine's answer — a domestically produced, domestically maintained, and domestically upgraded strike UAV that no foreign policy decision could turn off or delay. Development was led by entities within Ukraine's Ukroboronprom defense industrial conglomerate and SpetsTechnoExport, drawing on combat experience accumulated by Ukrainian drone operators since 2014.

The Liutyi is a conventional fixed-wing MALE design with a pusher-propeller configuration, retractable tricycle landing gear, and a high-aspect-ratio wing optimized for long endurance at medium altitudes. The airframe design prioritizes range and payload above all other performance metrics, reflecting the operational reality that Ukraine's most critical strike targets — logistics hubs, fuel depots, command nodes, air defense radar networks, and ammunition storage — are often located hundreds of kilometers behind the front line, beyond the effective reach of most tactical UAVs. With a range exceeding 1,000 kilometers and an endurance of approximately 20 hours, the Liutyi can reach deep into Russian-occupied territory and loiter to wait for optimal strike conditions or ISR opportunities.

The drone's sensor suite centers on a gyro-stabilized electro-optical and infrared ball turret capable of generating targeting-quality imagery for both real-time reconnaissance and precision strike designation. The payload bay accommodates a range of Ukrainian-produced guided munitions, including anti-tank guided missiles, precision-guided bombs, and compact loitering sub-munitions. The weapons integration strategy deliberately prioritizes Ukrainian-manufactured armament to ensure complete supply chain independence from the political decisions of allied governments. Onboard navigation combines GPS with inertial navigation system (INS) backup and terrain-referenced navigation for operations in GPS-degraded environments created by Russian electronic warfare systems.

The Liutyi entered operational testing with Ukrainian armed forces in 2024 and conducted its first confirmed combat missions against Russian military infrastructure targets. The Ukrainian General Staff has acknowledged the platform's operational use without disclosing specific mission details, consistent with Ukraine's standard information security posture around indigenous drone programs. Ukrainian defense officials have described the Liutyi as a key component of the country's strategic drone force alongside the Beaver and Palianytsia long-range strike drones, positioned to give Ukraine an enduring deep-strike capability that complements its fleet of one-way attack drones with a recoverable, reusable precision strike platform.

As of 2025–2026, the Liutyi program is in active low-rate initial production with Ukrainian defense industry scaling manufacturing capacity as quickly as wartime resource constraints allow. The program represents one of the most significant achievements of Ukraine's wartime defense industrial revival — a country that in 2022 had virtually no domestic drone production capability has, within two years, fielded multiple categories of combat UAVs from loitering munitions through MALE strike aircraft. The Liutyi's long-term significance extends beyond the current conflict: it establishes Ukraine as a nation capable of designing, manufacturing, and operating a full-spectrum combat drone force, with implications for post-war export potential and Ukraine's role in European defense.
