Also known as: Meraj 521 / Iranian loitering munition / Iran proxy strike drone

Meraj-521 overview
The Meraj-521 is an Iranian loitering munition positioned in Iran's inventory between the small Qasef-k and the larger Shahed-136 — filling a medium-range, medium-payload niche that the Shahed series is too large and expensive for in every tactical scenario. Its 200 km range and 30 kg warhead make it suitable for strikes against hardened targets like command posts, radar sites, and armored vehicles that require more explosive effect than small loitering munitions can provide, while its smaller footprint compared to the Shahed-136 allows it to be transported and launched by smaller logistics elements without the significant ground support equipment that large drone operations require.
The strategic significance of the Meraj-521 lies primarily in its role within Iran's proxy supply network. Iran has systematically equipped Houthi forces in Yemen, Hezbollah in Lebanon, and various Iraqi militia groups with loitering munitions for use against regional adversaries — primarily Saudi Arabia, the UAE, Israel, and U.S. military assets. The Meraj-521 is specifically optimized for this export role: compact enough to be transported disassembled in civilian cargo, simple enough to be operated by proxy forces with minimal training, and capable enough to pose genuine threats to the naval shipping and infrastructure targets that these groups prioritize. Houthi attacks on Red Sea shipping in 2023-2026 included Meraj-521 units alongside Shahed derivatives and cruise missiles.
The proliferation of Meraj-521 units through Iran's proxy network prompted significant Western intelligence focus on the platform's component supply chain and transportation routes. UN Panel of Experts reports documented Meraj-521 components and wreckage in Yemen and Iraq, providing evidence of Iranian supply that Iran officially denied. Western navies intercepting weapons shipments in the Arabian Sea and Gulf of Aden seized Meraj-521 units on multiple occasions through 2025-2026, though the scale of Iran's supply operations consistently outpaced interdiction efforts.
